Before the ceremony

To have a civil ceremony in Ireland, you first need to complete the marriage notification process. The couple must normally give at least three months’ notice and attend a marriage notification appointment with a civil registration service. The non-refundable notification fee is €200.

At the appointment, you will generally need original documents and photocopies, including valid photo identification, birth certificates, recent proof of address and PPS numbers. Additional documentation may be required if either person has previously been married, divorced, widowed or been in a civil partnership.

You also need to provide details about the proposed ceremony. These include the type of ceremony, the proposed venue, the solemniser and the two witnesses.

The venue and solemniser

A civil ceremony may take place at a civil registration service or at another venue approved by the registrar. A venue outside a registration office must meet requirements relating to suitability, access, health and safety, planning, fire safety and public liability insurance. Additional charges can apply when a civil ceremony takes place at an approved venue outside the registration office.

For a civil marriage, the registrar conducts the ceremony and acts as the solemniser. For other legally recognised religious or secular ceremonies, the person conducting the ceremony must be a registered solemniser.

This distinction matters when couples compare a civil ceremony with a celebrant-led ceremony. A person calling themselves a celebrant is not necessarily authorised to solemnise a legal marriage. If you are considering a celebrant for a legally binding ceremony, check that their name appears on the official Register of Solemnisers.

Witnesses and registration

You need two witnesses who are at least 18 years old on the day of the ceremony. The registrar who conducts a civil ceremony registers the marriage.

For a religious or secular ceremony, the Marriage Registration Form is signed during the ceremony and then returned to a civil registration service within one month. Registering the marriage itself is free, although there is a charge if you later order an official marriage certificate.

Planning early is important because appointment availability can vary. Couples should arrange the notification appointment as soon as possible rather than waiting until exactly three months before the wedding date.
